Landlord Obligations

Service or facility

A landlord cannot stop or limit a service or facility unless:

  • they have permission from a hearing officer or

  • the tenant agrees.

They also cannot charge for a service or facility that is normally free without permission or increase the charge without permission.

If they want to make any changes or charge for a service, they must get permission from a hearing officer, who can also order compensation for the tenant if a service or facility is terminated or restricted.

Obligation to repair

Landlords must keep the property in good repair and maintain all services and facilities, except when the property is destroyed or uninhabitable.

  • Landlords cannot exempt themselves from making repairs
